Historical Note

The United Indian Traders Association, a group of southwestern traders and merchants, incorporated in Farmington, New Mexico on December 30, 1931. The Association was an organization of traders who owned or operated businesses on Native American tribal lands and busines people affiliated with what was then known as the "Indian arts and crafts" business. The main purpose of the Association was to protect and promote the sale of genuine Native American hand-made artworks. It was primarily comprised of traders who traded on Navajo and Hopi tribal lands (then referred to as Navajo and Hopi Indian Reservations), the New Mexico Pueblos and of merchants who ran trading posts in reservation border towns. The group was headquartered in Gallup, New Mexico.

The first president of the United Indian Traders Association (UITA) was B.I. Staples of Coolidge, New Mexico. Other officers were Vice-President, R.C. Master, Zuni next hit, New Mexico; Secretary, Tobe Turpen, Gallup, New Mexico; and treasurer, C.N. Cotton, Gallup, New Mexico. The first Board of Directors were L.L. Sabin, Fort Defiance, New Mexico; C.G. Wallace, previous hitZuni next hit, New Mexico; J.M. Drolet, Tohatchi, New Mexico; Ramon Hubbell, Ganado, New Mexico; Lloyd Ambrose, Thoreau, New Mexico; Bruce M. Bernard, Shiprock, New Mexico; and Mike Kirk, Manuelito, New Mexico.

The 1950s through the 1980s was a transformational period for Native Americans and for trading posts on tribal lands. After World War II, the traders began to see more cash flow into the trading posts. On the Navajo reservation the traders became more involved with arranging off reservation work, and unemployment, veteran, and Social Security benefits. This transformation toward a cash economy brought about a new set of issues for the UITA be concerned about.

In the 1950s, the predominant issue for UITA was over leases for the trading posts that were on reservation land. Much of the UITA's work here involved working with the Navajo Nation. The organization was able to arrange for 25 year leases for trading posts on the reservation. However, the leasing issue would be a recurring one for the traders.

During the late 1960s, the most controversial issue to arise was over pawn. This issue culminated in the Federal Trade Commission (FTC) hearings that took place in the early 1970s. After the hearings the government began to require traders to have a more complex system for regulating pawn. Most traders on the reservation discontinued this service because of the new regulations. Also, during this time period, the UITA became involved with helping to defend traders who were arrested for breaking these pawn regulations. Other important issues of the day concerned use of migratory bird feathers and the collection of sales and other taxes.

In addition to being a trade organization, the UITA also formed a social group for the traders. Once a year the organization would meet either in Farmington, Gallup or Flagstaff. The group would have business meetings, but also would usually hire a band and have a banquet and an evening of dancing.

In 1997 and 1998, the Association (led by Elijah Blair, owner of Dinnebto Trading Post in Page, Arizona) undertook a project to document the history of the UITA. The United Indian Traders Association provided significant funding to Northern Arizona University's Cline Library Special Collections and Archives (SCA) to conduct oral history interviews with traders; to create a physical and online exhibit, Traders: Voices from the Trading Post, focused on trading posts; and to generate and distribute a companion educational CD-ROM which includes exhibit materials and lesson plans, intended for distribution and use in Arizona schools. Fieldworkers conducted 45 oral history interviews with traders and residents, which are now included in the United Indian Traders Association Records. In addition to this grant-funded documentary work, the Association transferred its organizational records to SCA in 1997.

Information in this historical note is based upon donor-provided information as well as information found in the 1998 online exhibit Traders: Voices from the Trading Post.

Scope and Content

The United Indian Traders Association records consist of two separate bodies of material: firstly, archival records (mostly manuscript material) generated by the United Indian Traders Association throughout its existence, and secondly, materials generated for historical posterity prior to the organization going out of business. The records span correspondence, legal files, business meeting documents, photographs, and oral history interviews.

Manuscript materials (NAU.MS.299) in the collection include business records, correspondence, legal files and business meeting documents. Series 1 includes copies of various articles of incorporation, membership lists as well as meeting minutes appear in series one. The correspondence files consists primarily of ordinary business, such as payment of dues, attendance at meetings, etc. Some correspondence concerns issues surrounding pawn and the Federal Trade Commission (FTC) hearings of the early 1970s. The legal series contains information about contentious tribal lands issues that primarily occurred in the early 1970s. Primary among these was the issue of pawn that led to the Federal Trade Commission hearings. Other important issues concerned endangered species bird feathers, tax issues, tobacco licensing, and imitation arts and crafts.

The photographs (NAU.PH.99.53) document two trips taken in August of 1999 to various trading posts in Arizona and Utah. The purpose of these trips was to document the contemporary trading posts as well as the surrounding areas and people.

The oral histories (NAU.OH.75) consist of 50 interviews and one video-taped presentation by Willow Powers with people who owned or operated trading posts on Native American tribal lands, especially on the Navajo Nation.

Arrangement

In 2021, Samantha Meier re-organized materials in the United Indian Trader Association Records to reflect their current physical arrangement, put in place by Bradford Cole and other SCA staff circa 1998. Materials are organized into 3 format-based groups:

NAU.PH.99.53 - Photographs, 1999
NAU.OH.75 - Oral history interviews, 1998-2000
