Abstract:
This collection consists of papers relating to Heinz Hink’s
work on the Council on Organization of Arizona State Government and the Arizona Criminal
Code Commission. These papers range in dates from 1966n to 1975. Types of papers include
official correspondence, personal correspondence, handwritten notes, drafts of legislations
relating to the Criminal Code Commission and Council on Organization of Arizona State
Government, meeting minutes and agendas, and research material used.

Biographical Note
Heinz R. Hink was born on January 26, 1927. He was a Professor in the Political Science
Department at Arizona State University specializing in Constitutional Law. He was appointed
to the Scottsdale City Council in 1968 and served until 1982. During his tenure as a
Professor at Arizona State University, he co-authored two books: Arizona: People and Governments, and Constitutional
Government in Arizona, and published a research study entitled The Application of
Constitutional Standards of Protection to Probation. In 1967, Hink was appointed by the
Preliminary Organization of State Government Committee in the Arizona Legislature to the
post of Research Director for the newly formed Council on Organization of Arizona State
Government, where he served from 1967 until 1970. He also helped with the Arizona Criminal
Code Commission in the mid-1970s. Hink was elected in 1984 to the 37th Arizona State
Legislature in the House of Representatives for District 28, where he served until 1991.
Hink passed away May 15, 1994 in Scottsdale, Arizona.

This collection consists of papers relating to Heinz Hink’s work on the Council on
