Biographical Note
Raul H. Castro was born in Cananea, Mexico, on June 12, 1916, and in 1926 his family
moved to Pirtleville, Arizona. After graduating from Douglas High School, Castro
attended Arizona State Teachers College in Flagstaff and graduated with a teaching
degree. While in Flagstaff, he won the Arizona college middleweight boxing crown in
1939. At the end of college, Castro became a U.S. citizen but found it difficult to
find teaching work because of discrimination. He worked odd jobs including picking
fruit until he joined the U.S. Foreign Service as a foreign service clerk at Agua
Prieta.
Castro left the Foreign Service for the University of Arizona College of Law, and in
1949 he was admitted to the Arizona Bar. From 1951 to 1954, Castro was a Pima County
deputy attorney and from 1954 to 1958, he served as the Pima County Attorney. In
1958 Castro became a Superior Court judge for Pima County.
In 1964, Castro began his diplomatic career when President Lyndon B. Johnson
appointed him ambassador to El Salvador for four years. Castro then served as the
Bolivian ambassador from 1968 to 1969. Both tenures were regarded as highly
successful. After leaving Bolivia, Castro returned to Tucson and practiced
international law.
In 1970, he won the Democratic nomination for Arizona Governor but narrowly lost the
election to incumbent Jack Williams. In 1974, Castro won the governorship. Governor
Castro created the Commission on the Status of Women and the Office of Affirmative
Action in Arizona. He also cut budgets, pursued a large number of federal grants,
established the Office of Tourism, expanded the Four Corners Regional Commission,
restructured the Arizona-Sonora Commission to the Border States Regional Commission,
and created a National and International Trade Commission. He served until 1977 when
President Jimmy Carter appointed him ambassador to Argentina, a position he held
until 1980. Castro returned to private law practice where he focused on immigration
and international law from which he retired in 2003.
Harvey Wesley Bolin was born in Butler, Missouri, on July 1, 1908. After World War I,
his family moved to Phoenix. He graduated from Phoenix Union High School and
attended Phoenix Junior College. In 1948, he decided to run for Secretary of State.
He won that election and remained Secretary of the State until 1977 when he
succeeded Raul Castro as governor. Governor Bolin served just over four months and
died of a heart attack on March 4, 1978.
Scope and Content
This collection consists of records from Governors Raul H. Castro and Governor Wesley
Bolin. The collection includes correspondence files, the Governor's office
interaction with state departments and boards, federal files, subject files, and the
records from the Four Corners Regional Commission.
Arrangement
This collection has been arranged into seven series, however, the series may not
appear consecutively, and they may repeat. The finding aid follows the order of the
box numbers. The first six box numbers are a continuation of boxes from Governor
Williams' administration. Box numbers were assigned to the materials in the order in
which they were received from the Governor's Office. Overlaps exist between the
different series.
Series 1 Subject Files (19.5 boxes)-These files include
correspondence and research materials on state and local agencies, other
states and countries, the federal government, social issues such as
abortion, Don Bolles' murder, the Equal Rights amendment, the agricultural
workers' strikes in Yuma, and juvenile crime.
Series 2 Correspondence (22 boxes)- These files document public issues such as the
Yuma lemon pickers' strikes, special education, wild horses and burros,
legislation and Vietnamese refugees. They include items such as donations,
mementos, special occasion greetings and personal opinions. Files are
arranged alphabetically and chronologically.
Series 3 Departments, Boards, and Commissions (121 boxes)-These boxes contain
correspondence, reports, statements, grant files, proposals, press releases,
bills, bonds, claims and personnel materials from a large number of state
government agencies. They include both administrative and issue- related
materials.
Series 4 Federal Files (17 boxes)-The files contain correspondence, reports, grant
proposals, statements and regulations from federal agencies and
programs.
Series 5 Cities, Counties, States and Other Countries (5 boxes)-These records
contain materials from Arizona counties and municipalities, all fifty
states, and other countries. In addition they include information on private
organizations such as the League of Arizona Cities and Towns and the
Regional Council of Governments. Files are arranged by type in alphabetical
order.
Series 6 Four Corners Regional Commission (16 boxes)-The Four Corners Commission
records, 1974-1977, focus on Title V and X funding and include
correspondence, reports, agendas, minutes, grant proposals, statements and
press releases.
Series 7 State and National Associations (4.5 boxes)-The items include correspondence,
reports, programs and proposals on regional and national associations.
All photocopies of original materials are made by staff. We reserve the right to
refuse copy services based on physical condition and possible damage to the
materials.
For preservation purposes, if microfilm copies are available, patrons will use the
microfilm first.
Under Arizona Revised Statute 39-141, public records used for commercial purposes
have additional requirements. Please contact the Arizona State Archives for further
