Biographical Note
Paul Jones Fannin was born on January 29, 1907, in Ashland, Kentucky, and moved to Arizona
in 1908 with his family. After attending the University of Arizona for two years, he
transferred to Stanford and earned a B.A. in business administration in 1930. For the next
25 years, he operated businesses and was active in community organizations. After selling
his business interests in 1957 he entered politics and campaigned for governor. He served
three terms: 1958, 1960, and 1962. His administrations highlighted industrial development,
tax equalization, the establishment of a junior college system, the Central Arizona Project,
bipartisan appointments and the creation of the Arizona-Sonora West Coast Trade Commission.
Governor Fannin was Chair of the Western Governors' Conference between 1963 and 1964.
In 1964, Fannin ran for the U.S. Senate when Barry Goldwater stepped down to run for
President. Fannin served two terms during which he assisted Senator Hayden with legislation
for the Central Arizona Project. Fannin retired from the Senate in 1977, but continued his
active participation in community affairs. He died in Phoenix on January 13, 2002.
Samuel Pearson Goddard, Jr. was born August 8, 1919, in Clayton, Missouri. Goddard earned a
B.A. degree from Harvard in 1941. In 1949, he received his Bachelor of Law degree from the
University of Arizona and opened a law office in Tucson. He was elected governor in 1964,
and served one term from 1965 to 1966. During his administration, Goddard concentrated on
industrial development, equal rights, water and the importance of Mexico and Sonora to
Arizona. Governor Goddard also started the Governor's Commission on Arizona Beauty in 1965
to create a plan to preserve Arizona's natural beauty. After his governorship, Goddard
remained active in politics and the community. He died in Paradise Valley, Arizona on
February 1, 2006.
Scope and Content
This collection consists of records from Governors Paul J.
Fannin's and Samuel P. Goddard's adminstrations. The collection includes files on the Governor's Office's
interactions with Arizona departments, boards, and commissions; general correspondence, the
Arizona Sonora Commissionor or the Arizona Mexico West Trade Commission, industrial development, conferences, speeches, staff
files, the federal government, traffic safety, and
proclamations.
Arrangement
This collection is arranged in fourteen series.
Series 1: Departments, Boards, and Commissions, 10 boxes- This series includes
reports, correspondence, appointments, registrations, petitions, rules and regulations,
budgets, press releases and minutes which document state agency activities.
Series 2: General Correspondence, 29 boxes- This series contains general
correspondence arranged chronologically and alphabetically.
Series 3: Arizona Sonora Commission, 10 boxes- The boxes contain materials relating
to the creation and responsibilities of the Arizona Sonora Commission. The files include
correspondence, press releases, speeches, rosters, budgets and minutes.
Series 4: Industrial Development, 18.5 boxes- This series contains correspondence
with corporations and companies, information on Governor's conferences and committes
relating to industrial development and informative materials such as newspaper clippings
and reports.
Series 5: Conferences, 4.5 boxes- This series contains rosters, reports,
resolutions, correspondence and minutes, and focus primarily on the Western Governors'
Conference, the Council of State Governments and interstate compacts.
Series 6: Speeches, 24 boxes- This series contains copies of speeches and background
research files for speeches.
Series 7: Boyd Gibbons' Industrial Files, 7 boxes- This series has the files of Boyd
Gibbons, the Governor's Special Assistant for Industrial Development. The files contain
correspondence, vitas for applicants wanting employment with the office, reports and
rosters concerning prospects for development. The collection also includes pertinent
state and federal laws, references to business development and conferences, copies of
speeches, and records regarding state agencies concerned with development.
Series 8: Federal Government, 10 boxes- This series contains files focusing on
national issues important to Arizonans and relationships between the state and federal
governments. Contents include correspondence and reports relating to a number of federal
agencies.
Series 9: Subject Files, 8 boxes- This series consists of subject files relating to
social issues and contain statements, correspondence, agendas, reports, memoranda,
newspaper clippings, rosters, outlines, position papers, appointments, background
reviews, comments, complaints, opinions, newsletters, manuals, budget requests, press
releases, statistics, speeches and obscene mail.
Series 10: Gus Harrell's Files, 2 boxes- Gus Harrell's files,
Special Assistant to the Governor from 1963 to 1965, contain correspondence, summaries,
speeches, statistics, press releases, legislation and speeches related to the Governor's
activities and social issues.
Series 11: Arizona-Mexico West Coast Trade Commission, 1 box- This box includes
correspondence, speeches, programs, and expense reports of the Commission.
Series 12: Traffic Safety, 5 boxes- This series contains files relating to traffic
safety include correspondence, minutes, reports and membership information on topics
relating to traffic and highway safety in Arizona.
Series 13: Special Committees, 3 boxes- This series consists of special committee
files containing correspondence, minutes, agendas, rosters and reports on the Governor's
special committees, such as the Cultural Commission, as well as others dealing with
reapportionment, marriage and the family, mental retardation, taxes and water.
Series 14: Proclamations, 1 box and 3 volumes- This series has correspondence
requesting proclamations and copies of proclamations.
All photocopies of original materials are made by staff. We reserve the right to refuse
copy services based on physical condition and possible damage to the materials.
For preservation purposes, if microfilm copies are available, patrons will use the
microfilm first.
Under Arizona Revised Statute 39-141, public records used for commercial purposes have

The Governor's Office began transferring these records to the State Archives in the
1960s.

Processing Information
Box 265 contains an expense ledger for the Governor's Office. It does not belong to any
particular series. Box number 289 was skipped during processing and numbering.
The Governor's Office used the Arizona Sonora Commission and the Arizona-Mexico West Trade
Commission names interchangeably. Governor Williams later renamed the commission to the
Arizona Mexico Commission. Archives staff retained the labels used by the Governor's Office
during processing. Therefore there are two series that relate to the same commission.
