Abstract: | Dr. Jack L. August, Jr. (1954-2017) was an expert in Arizona water-related politics, senators, and other historical subjects. His collection includes his personal materials, professional files, research files, writings, audiovisual materials, and memorabilia he collected throughout his life. August taught at several different institutions and held various positions at colleges, universities, and other history-focused institutions. He served as an expert witness on key pieces of water rights legislation in the state of Arizona. He researched several prominent Arizonan politicians including Barry Goldwater, Dennis DeConcini, and Evan Mecham. He also did several research projects surrounding Wade Church, Jim Chilton, the New Mexico Bar Association, and John R. Norton III, amongst others. A large portion of his research files are dedicated to water politics of Arizona including, but not limited to ANSAC, the CAP, the Colorado River Controversy, Native American/indigenous water rights, the Santa Cruz River, the Salt River, the Gila River, and others. |

Dr. Jack Louis August Jr. (January 7, 1954 -- January 20, 2017) grew up in Lutherville, Maryland, as the eldest of five children. As a boy, he was friends with the noted film director John Waters, with whom he attended a private elementary school. An accomplished athlete and scholar, Jack was a Central High graduate (1971) and a collegiate swimmer and diver at Yale (1971-1975). He earned his master's from UA (1979) and his PhD from the University of New Mexico (1985). August was named historian and director of Institutional Advancement at the Arizona Capitol Museum in early 2016, shortly before his death.
His research and scholarship focused on regional and environmental history of the southwest and Arizona. As a Pulitzer Prize-nominated author, he authored ten books and numerous articles on a variety of topics relating to the American West.
He appeared on numerous television and radio programs, including "Horizon," "Arizona Illustrated," the KAET/PBS documentary "Arizona Memories from the 1960s," the HBO documentary "Barry Goldwater: Mr. Conservative," and National Public Radio features, including "All Things Considered" with Robert Siegel. He was a frequent contributor to newspapers, magazines, and historical journals including the Arizona Republic, Arizona Highways, Phoenix Magazine, Journal of Arizona History, Pacific Historical Review, Western Historical Quarterly, and many others. He also wrote a popular monthly column, "Around Arizona History" which carries the tagline "You need your food, you need your water, and you need your history" for the Arizona Food Industry Magazine.
Dr. August taught classes at both the undergraduate and graduate level as well as authored many articles and books on well-known figures in Arizona's history. Some of his most popular works include Vision in the Desert: Carl Hayden and Hydropolitics in the American Southwest (Ft. Worth: Texas Christian University Press, 1999); Senator Dennis DeConcini: From the Center of the Aisle (Tucson: University of Arizona Press, 2006); and co-authored with former three-term US Senator from Arizona, Dennis DeConcini, Dividing Western Waters: Mark Wilmer and Arizona v California (Ft. Worth: Texas Christian University Press, 2009). He also co-authored with Beth Murfee, Play by Play: Phoenix and the Buildings of the Herberger Theater (Ft. Worth: Texas Christian University Press, 2010). August also completed a comprehensive one-volume work entitled Norton Trilogy: A History of Water and Agribusiness in the American Southwest. Many of his additional articles and works focused on Carl Hayden and his water politics.
August served as Executive Director of the Barry Goldwater Center for the Southwest, a non-profit and non-partisan 501 c3 corporation dedicated to the collection, preservation, and dissemination of the history and culture of the Arizona and Southwest (also known as the Arizona Historical Foundation; the Foundation became defunct in June 2012 and its archival collections were transferred to the Arizona Historical Society at Papago Park). He also worked with Snell and Wilmer LLC as a Visiting Scholar in Legal History as well as serving as a litigation consultant/expert witness for Resolution Copper Company LLC, a division of Rio Tinto Limited in London, England.
Previously a historian in Northern Arizona University's Statewide Programs, he taught courses in Western Water Policy and the New American Est for the Master's in Liberal Studies Program and undergraduate history courses focusing on the American Environment, American West, Far Southwest, and Arizona, via interactive instructional television and satellite cable for Northern Arizona University. He is a former Fulbright Scholar, National Endowment for the Humanities Research Fellow, and Pulitzer Prize nominee in the history category for 2000. He has served as historian and expert witness in the Natural Resources Section of the Arizona Attorney General's Office where his work focused on Indian versus non-Indian water issues and state trust lands.
Jack August passed away in 2017 after a sudden illness at age 63. At the time of his passing, he was working as the state historian and the director of Institutional Advancement at the Arizona Capitol Museum. He is survived by his wife, Kathy Flower August.

This collection is divided into six series. Series I includes personal files -- mostly personal correspondence, materials from Jack's time at Yale University, a few items related to the University of Arizona Master's program, and photographs. Series II includes professional files and makes up a large portion of the collection. Personal files include materials from different colleges, universities, and other institutions August was employed at throughout his careers. This series also includes materials, mostly course notes, from classes that August taught at different institutions. Series III includes research files. These materials are broken into subseries based on individual/subject. Items have been arranged alphabetically within each subseries. Series IV includes writings, mostly by August. This series includes articles, manuscripts, reviewer notes, and some additional writings. Series V includes audiovisual material, largely in part related to oral history projects August was working on. These materials have not yet been duplicated and there are no access copies and are therefore currently unavailable for researchers. Please contact Special Collections for more information. Series VI includes memorabilia, including a large collection of political pins that August collected throughout his life. Unless otherwise noted, series are arranged alphabetically based on original folder titles created by August.

This subseries includes research on Arizona attorney John Bouma. John J. Bouma was an Arizona attorney known for propelling the Wilmer and Snell law firm forward. Bouma also represented Arizona politicians on high profile cases, including representing Governor Jan Brewer after she signed Senate Bill 1070 into lawāa controversial anti-immigration law. Prior to moving to Arizona, Bouma grew up in Iowa where his father ran a movie theater, and it is at the University of Iowa where he earned his legal degree. He co-founded the Equal Justice Foundation once in Arizona, which helped individuals find funding to hire attorneys and/or connected individuals with low-cost attorneys. Bouma passed away in 2019 after being hit by two vehicles in Phoenix while crossing the street. | |||||||||||

This subseries includes research files on Chilton. The Chilton family arrived in Arizona in 1888 with several hundred cattle in tow, setting up a ranch near Livingston, near current Roosevelt Lake. Jim Chilton would later grow up on the Arizona ranches and graduates from Camp Verde High School. He received three degrees (BS, MS, MA) from Arizona State University. He is known for his work with the Salt River Project as an economic analyst, and for joining Carl Hayden's staff. However, his roots were in ranching and he became a full partner at the Chilton Ranch in 1979, after the purchase of Diamond Bell Ranch. Jim would purchase several more ranches, including the Flying X Ranch, and settled in Arivaca. Jim would eventually be named "Rancher of the Year" in 2003 by the Arizona Cattle Growers Association, and the "True Grit" award in 2005 by the same organization. This subseries includes research files relating to Wade Church and the Church V. Phoenix Newspapers case. Wade Church (1908-2002) served as the Attorney General of Arizona (1959-1961) and is one of the few incumbent attorney generals to have lost a general election in Arizona. Church graduated from UCLA (1933) and Harvard Law School (1938) before becoming an assistant in the city attorney's office in Phoenix. After giving an AFL-CIO speech in Flagstaff, Arizona, the Arizona Republic published a piece that accused Church of being a communist. Church went on to sue the paper, winning. The ruling was challenged but upheld by the Arizona Supreme Court in 1968. In 1976, Church received nearly $650,000 in libel damages. Materials are arranged alphabetically. | |||||||||||

This subseries includes research materials relating to Dennis DeConcini. Dennis DeConcini is a noted lawyer, philanthropist, politician, and former Democratic Senator from the state of Arizona. His father, Evo Anton DeConcini, was an Arizona Attorney General, Arizona State Superior Court judge, and Arizona Supreme Court judge. Dennis DeConcini served in the Senate from 1977-1995 and, no Democrats served in the Senate until nearly 30 years later. DeConcini attended the University of Arizona, the JAG School, and the University of Virginia. He later went on to join the law firm of DeConcini, McDonald, Yetwin, and Lacy (co-founded by his father). He would serve as the Pima County Attorney and then as a Senator. This subseries includes research materials related to Barry Goldwater. Barry Goldwater (1909-1998) served in the US Air Force before becoming a five-term Senator from Arizona, and would later become the Republican Party nominee for President in 1964 (an election he did not win). He inspired American conservative political movements, and likely helped pave the way for the "Reagan Revolution." Goldwater was born in Phoenix where he helped manage his family's department store. During World War II, he was a reserve in the Air Force and trained as a pilot. Upon his return, he was elected to the Phoenix City Council (1949) and soon after was elected to the US Senate (1952). He rejected the New Deal legacy, supported the NAACP and the Civil Rights Act of 1957, and later the 24th Amendment. He supported environmental protections, gay rights, abortion rights, the legalization of medical marijuana, and believed all individuals, regardless of sexual orientation, should be able to voluntarily serve in the military. He retired from the Senate in 1987. Goldwater suffered a stroke in 1996 and was later diagnosed with Alzheimer's disease. He passed away at his home in 1998 after complications from a stroke. This subseries includes research materials related to Carl Hayden. Carl Hayden began his political career as an Arizona Representative (eight terms) before becoming a seven-term Senator (1927-1969). He set the record as the longest-serving member of Congress long before his retirement. He was an Democrat who supported legislation dealing with public lands, mining, reclamation, water, and other projects like the federal highway system. He was born in Hayden's Ferry in 1877 (renamed Tempe in 1878) to a merchant father who, at one time, had also been a probate judge. The family owned several businesses in the area, including a gristmill, general store, and agricultural businesses. Carl Hayden would later serve in the US Army and US National Guard. He studied economics, languages, history, and philosophy at Stanford University and became interested in law school. During his junior year at Stanford, he lost an election he ran in for student body presidentāthe loss would forever inspire his motto "always run scared" and turned out to be the only political loss he would suffer in his career. In his early career, he was interested I the Salt River Project and other water-related legislation in Arizona. He worked closely with indigenous peoples of Arizona when it came to state water rights. He would later champion the Central Arizona Project, which worked to allot Colorado River water to several states. He also worked on the Boulder Canyon Project, Grand Coulee Dam, Central Valley Project, Hayden-Cartwright Act, Glen Canyon Dam, and others. After retiring from the Senate, Hayden continued to give opinions on important legislation. He passed away after an illness in 1972 and speakers at his memorial included Barry Goldwater and Lyndon B. This subseries includes research materials related to Evan Mecham. Evan Mecham (1924-2008) was a businessman before he became the Governor of Arizona. He served as governor from 1987 until his impeachment on April 4, 1988. He was the first Arizona governor to be impeached. As governor, he worked to open trade with Taiwan (focusing on cotton exportation), drug abuse prevention programs, and raising the speed limit on rural highways from 55 mph to 65 mph. However, he also supported controversial changes like canceling paid Martin Luther King, Jr. Day holidays for state employees under the rational that "Kind doesn't deserve a holiday." He was also quoted as telling a group of Black community leaders that they do not need more holidays but they instead, "What you folks need are jobs" (see Steve L. Hawkins' "Inside the Wacky World of Evan Mecham," 1988). This led to the cancellation of several events in Arizona as Black entertainers decided to boycott the state. Famous rock band U2 even publicly announced at a concert at ASU that they had donated to the impeachment campaign against Mecham that was underway. In an attempt to right his comments, Mecham offered a non-paid holiday on the third Sunday in January and, unfortunately, this gained him no favor or forgiveness. Mecham continued to appoint individuals with questionable morals and motives to positions (example: Alberto Rodriguez, who was under investigation for murder at the time and flat earth believer James Cooper, who was an "education advisor"). Mecham continued to say racist things while in office, including defending the word "pickaninny" and others, made several anti-Japanese statements, and also disparaged Jewish peoples. He was impeached but continued to remain in the spotlight for other blunders and questionable dealings. Mecham later suffered from Alzheimer's disease, Parkinson's disease, and dementia. He passed away in 2008 and is interred at the National Memorial Cemetery of Arizona, alongside his wife, Florence, who passed away in 2012. Materials are arranged chronologically. | |||||||||||

This subseries includes research materials related to the New Mexcio Bar and a project August was working on for their Association. The State Bar of New Mexico was established in 1186 in Santa Fe, New Mexico as a professional organization. There were 29 original members and membership was voluntary. In 1978, the State Bar was incorporated under the laws of the State of New Mexico. They publish the weekly New Mexico Bar Bulletin and the quarterly New Mexico Lawyer. This subseries includes research related to John Norton III. John R. Norton III (1929-2016) was an Arizonan farmer who later served as the US Deputy Secretary of Agriculture under the Reagan Administration. After attending Stanford University and then graduating from the University of Arizona with a degree in agriculture (1950), Norton served in the US Air Force. Upon his return, he founded the J. R. Norton Company which operated several cattle ranches and farms in Arizona and California. During this time, he was also sitting on the Western Growers Association and the United Fresh Fruit and Vegetable Association boards. He worked on agricultural legislation under Reagan, but also alongside the Goldwater Institute and the Smithsonian Institute. The Norton family established the Norton Foundation, which focuses on educational and scientific philanthropy. Materials are arranged alphabetically. | |||||||||||
