The Urban Renewal Project was designed to reform and reconstruct various communities throughout Arizona in the 1950s, including Phoenix, Tucson and Flagstaff. The renovation of the Southside community in Flagstaff, AZ was proposed by the Flagstaff Housing Authority, which provided low-income families with affordable housing. Known as the Urban Renewal Project R_5, individuals were tasked to research and observe the quality and welfare of many Southside residents during January of 1958. Southside community members included individuals of Spanish/Basque, Mexican, and Mexican-American heritage. Photographer Chuck Austin and various employees from Falcon Air Maps Co. provided the Flagstaff Housing Authority with multiple images of the homes and streets to display the living conditions of the local residents. Aerial imagery provided by the Falcon Air Maps Co. elaborated on both the surrounding and central location of the Southside community.
Images and stills provided by photographer Chuck Austin analyzed the first-person perspective of the community. Photographs and Images of these areas depicted the living conditions many residents experienced at the time. Many homes and buildings focused in the images were the main sources and perceptions of conditions in this community during the 50s. Understanding the layout of the Southside community led city officials to initiate Urban Renewal Project R_5. The project was ultimately abandoned, particularly as residents felt disrespected being referred to as living in 'slums' and the City of Flagstaff determined that the cost to redevelop the neighborhood would be far too cost-prohibitive when compared to the homes' then-use by their residents. Reaction to this project led to the creation of the South Side Property Owner's Association, an advocacy group for members of the Southside community. The documents and images from this project remained in the Flagstaff Housing Authority department until their removal many years later.
Includes a total of 63 photographic images (prints, negatives) and 0.1 linear feet textual material in the form of manuscripts. Textual manuscripts include personal interviews and surveys of twenty-four residents from the Southside Community in 1958. A hand-calligraphic map reveals the locations of these homes in Flagstaff. Images of these homes correlate with the homes and residents mentioned in the manuscripts and can be located along with various negative copies and aerial images produced by Falcon Air Maps Co. Additional images portray scenic and residential buildings and landscape on the community during the planning process of the Urban Renew Project of 1958.
