Biographical Note

The Navajo and Hopi tribes of the Colorado Plateau region have been engaged in a land dispute since the 1800s. Land that stretches across northeastern Arizona and into portions of northwestern New Mexico and also southern Utah is at the center of this controversy. Both tribes shared and lived on practically the same land when the Europeans arrived in the region, but they were being pushed out of this land by many different groups settling in the southwest. The 1882 Executive Order issued by Chester Arthur created a reservation for the Navajos and Hopis, giving them a permanent home. The reservation was later expanded to facilitate all of the Navajo refugees seeking a place of safety from areas overflowing with white ranchers. In the 1930s, the first of many drastic livestock reductions were implemented due to the fear of a Colorado Plateau "dust bowl." This significantly impacted the lives of the Navajo and Hopi people. Grazing districts were soon established to better manage the stock reduction. The Hopi territory surrounding the Hopi mesas of northeastern Arizona was labeled District 6. This gave the Hopis exclusive grazing rights within the boundary. Also confusing the boundaries of the reservation was the existence of coal and other natural resources on the reservation. Almost all of the resources were found within the original 1882 Executive Order.

With the separation of lands came the question of ownership. What tribe owned the mineral estate lying beneath the reservation and how much was it worth? In the 1960s, Healing v. Jones was being settled as part of Public Law 85-547; this attempted to determine the rights and interests of the two tribes. The decision reached was that District 6 became the official Hopi reservation while the rest of the 1882 Executive Order Reservation was termed the Joint Use Area (JUA), which gave both tribes undivided rights of the shared lands. They shared this land of the JUA until the Navajo-Hopi Land Settlement Act of 1974. This finally partitioned the land. Dividing the land into two equal pieces, the Act forced the Navajos and Hopis who found themselves on the wrong side of this formerly shared land to relocate. The total number of Hopis who were asked to move was around 100, while the Navajos totaled an estimated 10,000. At this time, the Navajo-Hopi Indian Relocation Commission (NHIRC) was created to move the Navajos and Hopis who were forced to relocate. The NHIRC is a federal agency based in Flagstaff, Arizona, and comprises the majority of this collection. Also included as part of this collection is anthropologist John J. Wood, professor emeritus of Northern Arizona University and a major contributor to the anthropological research of the Navajo-Hopi land dispute. Wood pursued applied cultural research with the Navajo in Arizona using survey and ethnographic methods.


Scope and Content Note

The Navajo-Hopi Indian Relocation Commission (NHIRC) records are organized in 11 series. They contain legal documents, magazine and newspaper articles, questionnaires/surveys, notebooks, correspondence, presentations, budgets, and research/reports concerning the impact of relocation, livestock reduction, and Navajo and Hopi culture. In addition, there are photographs and binders of raw statistical data. Of particular interest is the household surveys and questionnaires performed in the 1980s concerning relocation.

Series 1, box 1, contains legal documents, litigation, testimonies, bills, affidavits, and depositions. Series 2, boxes 1-2, contains documents pertaining to the Navajo-Hopi Indian Relocation Commission. Series 3, boxes 2-5, contains research projects, reports, theses and environmental impact statements. Series 4, box 5, contains questionnaires and surveys. Series 5, box 5, contains notebooks and journals belonging to John J. Wood. Series 6, box 5, contains correspondence and memorandums. Series 7, box 5, contains presentations, lectures, transparencies, and a program guide. Series 8, box 5, contains a budget submission, budget justification and proposed resolution. Series 9, box 6, contains newspaper and magazine articles. Series 10, box 7, contains binders of raw statistical data.

The photograph collection includes five black and white photographs taken by John J. Wood of the Big Mountain community for the report Land and Religion at Big Mountain. Also included are ten aerial images.

The inclusive dates of this collection are 1965-1991; the bulk dates are 1974-1988.
