Born in Roanoke, Virginia in 1882, Thomas Maddock came to Arizona in 1898 from Newcastle, Pennsylvania. A Republican from Coconino County, he was elected to the first Arizona Legislature and later served as Secretary and State Chairman of the Arizona Republican Party. He served as Arizona State Highway Engineer from 1917 to 1922 and was a member of the Colorado River Commission from 1923 to 1928. He also served as an engineer and general manager of the Gila Valley Irrigation District at Safford from 1939 until his retirement in 1967. Thomas Maddock died in Phoenix in 1971.
The collection consists of 22 boxes of correspondence, documents, articles, publications, diaries, and newspaper clippings documenting the Colorado River Controversy, the Gila River Irrigation District, the San Carlos Irrigation District, politics, and Thomas Maddock's engineering career.
Edith (Maddock) Clark, Thomas Maddock's sister, donated the materials in boxes 16 through 22. These boxes consist entirely of materials dealing with the Central Arizona Project (CAP) and include newsclippings, publications, and government documents.
