Rawghlie Clement Stanford was born August 2, 1878, in Texas. His family moved to Phoenix in 1881. In 1901, Stanford began his law studies under Fred Sutter, a judge in Bisbee, and Judge Armstrong of Phoenix. He was admitted to the Arizona bar in 1907. After two political defeats, Stanford was elected governor of Arizona in 1935. He served only one term which was wrought with criticism of favoritism. His administration concentrated on reclamation of Colorado River water and Depression relief. Stanford was elected to the Arizona Supreme Court and served two terms from 1943-1955. He died at his Phoenix home on December 15, 1963, at age 85.
The Governor's Office arranged these materials alphabetically by subject, government agencies, personal name and private organizations. These folders contain letters, reports, newspaper clippings, statistics, petitions, speeches and telegrams. Major topics in these files include agriculture, business, the federal government, state agencies, land and water, and social issues. For a more detailed inventory of what is in each subject folder, please contact the State Archives.
Agriculture files relate to wages and working conditions for cotton workers and locating a federally-funded agricultural research laboratory in Arizona. The files contain correspondence with some newspaper clippings.
Business folders concentrate on labor relations, gaining a seaport for Arizona, the Yavapai Chamber of Commerce and the Arizona Wool Growers and Cattle Growers Associations. The majority of documents are letters.
Federal government files relate to Indian affairs, federal aid such as the Civilian Conservation Corps and the Works Progress Administration, and air routes. The files contain letters, reports, newspaper clippings and telegrams.
State agencies folders contain correspondence from and about almost every state agency. The files contain speeches, official acts, campaign materials, proclamations and legislation.
Land and water files deal with bridges, withdrawals of state lands, state and national parks, and soil conservation measures. The bulk of these files contain letters from the Water Commission and the Land Department in regards to the Colorado River.
Social issues folders contain correspondence on the New York and San Francisco World fairs, old age pensions and unemployment relief for needy Arizonans.
All photocopies of original materials are made by staff. We reserve the right to refuse copy services based on physical condition and possible damage to the materials.
For preservation purposes, if microfilm copies are available, patrons will use the microfilm first.

Many documents held by the Arizona State Archives come under the Public Record law (ARS 41-1350). Documents created by the government are not copyrighted. Such works do not have to be registered with the Copyright Office to receive protection under the law.
