Significant portions of the collection show the Central Arizona Project, issues regarding Native Americans, campaign activities, legislation that Rhodes sponsored, water, energy policy, Watergate, and Barry Goldwater's presidential campaign. The collection has been divided into eighteen series. The first fifteen series house materials created in the Congress held between 1953 and 1983.
